Who owns the Federal Reserve

The speakers talk about how the federal reserve bank is not a government entity and talked about how the federal reserve was responsible for the financial crisis that this country is currently in.  The speakers suggest that Alan Greenspan's monetary policy availing cheap money was responsible for the credit bubble and its eventual bursting.
