The speakers talks about the short selling ban in financial stocks during the financial meltdown during 2008.  The short selling ban did not prevent stocks from moving lower, in fact, it actually fueled the fire.  Many hedge fund and mutual fund managers were no longer allowed to hedge their positions which led to managers selling their positions to avoid having exposure to a security.
